Ilmington Neighbourhood Plan has now been 'made'

Stratford-on-Avon District Council resolved that the Ilmington Neighbourhood Plan was 'made' on 12th July 2021. It is now formally part of the District Council's development plan and will be used to assist in making decisions on planning applications within the area.

'Yes' vote at referendum

On Thursday 6 May 2021, voters in Ilmington voted ‘yes' to the Neighbourhood Plan.

• 90.8% (325 people) of those voting said ‘Yes'
• 9.2% (33 people) of those voting said ‘No'
• The turnout was 60%.

Plan to proceed to referendum

The Ilmington Neighbourhood Plan was independently examined between October 2019 and February 2020. The District Council received the Examiner's report on 24 February 2020. The Examiner's report recommended that, subject to some proposed modifications, the Plan should proceed to referendum. The District Council agreed with the Examiner's report and endorsed the Plan to proceed to a referendum to be held on Thursday 6 May 2021.

Independent Examination

Following completion of the Regulation 16 (Formal Submission) consultation in June this year, the Ilmington Neighbourhood Plan was sent for examination by an independent examiner. The examiner asked for clarification from Ilmington Parish Council and Stratford-on-Avon District Council on a number of matters following a preliminary review of the document and its evidence base. In response to Question 1 of the Examiner's Clarification Letter, Lepus Consulting, on behalf of Stratford-on-Avon District Council, responded to confirm that Stratford-on Avon District Council is satisfied that the Neighbourhood Plan is compatible with European obligations.

Formal Submission consultation

In accordance with Regulation 16 of the Neighbourhood Planning (General) Regulations 2012 (as amended), Stratford-on-Avon District Council held a consultation on the policies proposed in the Submission version of the Plan. The consultation ran from Thursday 16th May 2019 until 5.00pm on Friday 28th June 2019.

SEA Consultation Jan - Mar 2019

In accordance with Regulation 12 of Part 3 of The Environmental Assessment of Plans and Programmes Regulations 2004, an environmental report (known as a Strategic Environmental Assessment or SEA) was prepared to identify, describe and evaluate the likely significant effect of the Ilmington Neighbourhood Development Plan (NDP) on environmental factors; suggest measures by which any adverse effects could be mitigated; make recommendations to improve the environmental performance of the Plan; and provide an opportunity for statutory consultees and interested parties to offer views on any aspect of the SEA process.

Regulation 13 of the above Regulations states that a SEA report shall be made available along with the draft Plan for the purposes of consultation (jointly known as ‘the relevant documents'). As such, a 6 week consultation period was held between 14 January 2019 and 25 February 2019 for comments to be received specifically in relation to the SEA Report.

Pre-Submission draft consultation

The Pre-Submission Draft of the Ilmington Neighbourhood Plan was published for a six week period of consultation between 3 May 2018 and 14 June 2018 in accordance with Regulation 14 of the Neighbourhood Planning (General) Regulations 2012 (as amended).

Neighbourhood Area designation

The Ilmington Neighbourhood Plan Area was designated on 26 April 2016. Ilmington Parish Council was the relevant body that applied to the District Council for designation. The area application documents can be found below:
