Historically, Neighbourhood Planning Groups were able to access financial support through central government funding. In 2025 central government ceased this support. To ensure communities are able to continue preparing and reviewing Neighbourhood Development Plans, Stratford-on-Avon District Council has set aside £300,000 to support Neighbourhood Planning Groups.

Basic Criteria

NDP Groups can access funding once they have:

• a designated Neighbourhood Plan Area and;
• a NDP steering or working group and;
• a suitable structure enabling the receipt of funds (e.g. a suitable bank account and legal structure). As noted above funds would be administered by the relevant Parish or Town Council.

What support is available

Each Neighbourhood Planning Group is eligible for up to £10,000, to help fund the preparation or review of their Neighbourhood Development Plan. This is limited to £5,000 each financial year.

The funding can be used to cover the costs associated with developing or reviewing an NDP. Examples of appropriate spend is available to view in the Neighbourhood Development Plan Grant Funding guide.

How to Apply

NDP Groups can apply once each financial year for a maximum of £5,000. Details on how to apply, and the assessment criteria can be viewed in the Neighbourhood Development Plan Grant Funding guide.

Applicants must complete the application form and submit to planning.policy@stratford-dc.gov.uk

The application form must contain or be accompanied by:

• Evidence of Intent
• Project Plan
• Sources of Additional Funding
