Stratford-upon-Avon Neighbourhood Plan has now been 'made'

Stratford-on-Avon District Council resolved that the Stratford-upon-Avon Neighbourhood Development Plan was 'made' on 17 December 2018. It is now formally part of the District Council's development plan and will be used to assist in making decisions on planning applications within the plan area.

'Yes' vote at referendum

On Thursday 29 November 2018, voters in Stratford-upon-Avon voted 'yes' to the Neighbourhood Development Plan.

  • The number of votes cast in favour of YES was 5,239 (91.21%)
  • The number of votes cast in favour of NO was 505 (8.79%)
  • The turnout was 26.11%.

Plan to proceed to referendum

The Stratford-upon-Avon Neighbourhood Plan was independently examined between September 2017 and January 2018. Following the examiner's report of 6 April 2018, The Cabinet voted on 8 October 2018 to proceed to referendum with the Plan, as amended by the modifications that are set out in the decision statement below.

Independent examination

Following completion of the Regulation 16 (Formal Submission) consultation in July this year, the Stratford-upon-Avon Neighbourhood Plan was sent for independent examination.

Below is a letter produced by the qualifying body in response to some of the comments received through the Regulation 16 consultation. This letter was been forwarded to the appointed independent examiner for her consideration:

At the request of the independent examiner, a two week targeted consultation was undertaken specifically for those who submitted representations through the Regulation 16 consultation on the NDP. This was to provide an opportunity to comment on the contents of the Reg.16 response from the qualifying body. A schedule of the further consultation responses can be viewed below:

Formal Submission consultation

In accordance with Regulation 16 of the Neighbourhood Planning (General) Regulations 2012 (as amended), we held a consultation on the policies proposed in the Submission version of the Plan. The consultation started on 25 May 2017 and finished on 7 July 2017.

SEA Consultation closed 7 November 2016

The Stratford-upon-Avon Neighbourhood Development Plan (NDP) Steering Group submitted an updated Strategic Environmental Assessment (SEA) prior to formally submitting the Submission Draft of the NDP. We made the SEA document available for public comment.

An SEA identifies, describes and evaluates the likely significant effects of the NDP on environmental factors. It suggests measures by which any adverse effects could be mitigated, makes recommendations to improve the environmental performance of the plan, and provides an opportunity for statutory consultees and interested parties to offer views on any aspect of the SEA process.

Pre-Submission Draft consultation

The Pre-Submission Draft of the Stratford-upon-Avon Neighbourhood Plan was published for a six week period of consultation between 21 May 2015 and 27 July 2015 in accordance with Regulation 14 of the Neighbourhood Planning (General) Regulations 2012 (as amended).

Neighbourhood Area designation

The neighbourhood plan area for Stratford-upon-Avon and the former parish of Old Stratford and Drayton was originally approved by our Cabinet in January 2013. The updated plan area (due to boundary changes) was approved by our cabinet on 20 May 2013. Stratford-upon-Avon Town Council was the relevant body that applied to the District Council for designation. The revised Area Application documents can be found below:
