Appointment Of Independent Person

The Council is looking to appoint an Independent Person under section 28 of the Localism Act 2011 to help the Monitoring Officer in assessing complaints of alleged misconduct by members of the Council and Town and Parish Councils within the District.

Each Council must have a code of conduct setting out the standards of behaviour expected of its members. If a complaint is made, the Independent Person is consulted for an independent and impartial view before a decision is made on what to do. We are looking for someone with the experience and knowledge that the public would recognise and respect as bringing an impartial and informed perspective.

To ensure your voice is truly independent there are legal restrictions on who can apply; you must not have been a member or an officer of the Council or any Town or Parish Council within the District within the last five years or be a relative or a close friend of such a member or officer.

In addition, the Council has put in place additional restrictions on those that can be appointed to the position that mirror the legal criteria for disqualification as a councillor.

The appointment will start in October 2022 for an initial period of four years, with the possibility of the term being further extended. Appropriate training will be provided. The Council pays a small allowance of £400 per year and will reimburse necessary travel expenses.

If you are interested in being an Independent Person please contact Phil Grafton, Monitoring Officer for an information pack and application form: -
