About the Inquiry

A public inquiry is being held in respect of an appeal for non-determination against a failure of Stratford-on-Avon District Council to give notice within the prescribed period of a decision on an outline planning application 24/03281/OUT for:

Outline planning application with all matters reserved except access, for up to 300 dwellings and associated green space and biodiversity enhancements.

Inquiry Dates and Venue

The Inquiry opens at 10am Tuesday 28th April at The Council Offices, Elizabeth House, Church Street, Stratford-upon-Avon, CV37 6HX. The Inquiry is expected to sit for 8 days on the following dates:

  • Tuesday 28th April – Thursday 30th April
  • Wednesday 6th – Thursday 7th May
  • Wednesday 13th, Thursday 14th or Friday 15th May

Case Management Conference

In advance of the Inquiry a Case Management Conference is held between parties. An Inspector will normally hold a Microsoft Teams call with the appellant, the LPA, any party who has been afforded Rule 6 status and anyone else invited by the Inspector.

A note of the proceedings, which will include the Inspector's decision on how the evidence is to be dealt with and which procedure or procedures will apply accordingly, will be produced within 1 week of the case conference. Recent case Management Conference notes are available to view here:

Proposed 'Wheatcroft' Amendments to Appeal

The Appellants held a 21-day consultation to allow the community to view and comment upon requested amendments to the application being considered by the Planning Inspector. The Appellant proposed an extension to the red line boundary to accommodate additional drainage features and has submitted a revised Flood Risk Assessment on this basis. The proposed amendments include an amended red line boundary (Drawing No. 1001 Rev C), and Parameter Plan (Drawing No. 2001 Rev G). The consultation window and opportunity to comment closed on 27th February 2026.

The Inspector will consider whether to accept this proposed revision, taking into account any responses received.
