Here are the decisions from the Stratford-on-Avon District Council's Cabinet meeting on Monday 19 January, which included the Housing Allocations Scheme, Warwickshire Homelessness Statement of Intent 2025, Capital Budget Monitoring - Period 1-8 2025/26, Revenue Budget Monitoring - Period 1-8 2025/26, Revenue and Capital Budget 2026/2027, Renewable Power Generation.

  • Housing Allocations Scheme

The Cabinet has endorsed the Housing Allocations Scheme, and a public consultation will follow, when residents will be able to have their say. The changes are intended to ensure the District Council focuses on keeping the housing register up-to-date and improves the resident response time. The most significant changes in the scheme include:

  1. Applicants who are suitably housed will no longer be able to join the register. 
  2. Households who exceed the income threshold will no longer be able to join the register ensuring that housing is prioritised for households who do not have alternative options.
  3. Suspension of applications for the register are being introduced. 
  • Warwickshire Homelessness Statement of Intent 2025

The Cabinet has approved the draft Warwickshire Joint Statement of Intent to tackle Homelessness. In 2021, partner organisations across Warwickshire to strengthen prevention, improve health outcomes and reduce rough sleeping. The statement of Intent sets out the commitment of partners to tackle homelessness through multi-agency work. It focuses on five priorities: health, prevention, domestic abuse, offending and housing supply.

  • Capital Budget Monitoring - Period 1-8 2025/26

The Cabinet has approved the position of the Council on capital expenditure and income for the period 1-8 of 2025/2026.

  • Revenue Budget Monitoring - Period 1-8 2025/26

The Cabinet has approved the position of the Council's revenue expenditure and income as of 30 November 2025 (period 8). As well as an estimated net outturn position for each service for 2025/26. 

  • Revenue and Capital Budget 2026/2027

The Cabinet has approved the Revenue and Capital Budget of the District Council for 2026/2027. Local businesses and residents across the District, will be able to have their say in the proposed budget 2026/2027 during a public consultation period. After the consultation period has ended, the report will be going to Full Council for final decision.

  • Renewable Power Generation

The Cabinet has approved to provide solar carports in Leisure Centre Car Parks, including suitable battery installation. The £1.2m budget, previously allocated for the Hydro Electric Power scheme, will be repurposed to fund the solar carports. A further £600,000 will be allocated to support the project from the Climate Change Fund.
