Further funding boost for Long Marston Garden Village Development

Stratford-on-Avon District Council has secured a further £135,000 from Central Government for the Long Marston Garden Village development.

This latest funding will support the ongoing delivery of this high-quality development, including continued dedicated staff for the project in the District Council's Implementation Team and consultancy work relating to transport.

Current work includes an independent sustainable transport options study commissioned in partnership with Homes England and Warwickshire County Council to explore how the garden village could be delivered from the perspective of minimising the need to travel. This study is due to report in the summer.

This award is the District Council's sixth Garden Village Funding Award since 2017 and takes the total amount awarded to £1.17m.

Cllr Tony Jefferson, Leader of Stratford District Council said: "It's great that Long Marston Garden Village has secured further funding, which will help to support the delivery of this high-quality project.

"As well as creating new homes offering choice and value for residents, Long Marston Garden Village will also create many new jobs.  This funding will ensure that dedicated planners can continue to be deployed within the Implementation Team at the District Council as well as funding further studies and assessments that are vital to the delivery of a successful garden village.

"Ensuring we have the right resources to deliver high quality new communities where residents will enjoy a high quality of life is key. Developments of this nature may be a pointer for the future, concentrating development of sufficient scale to ensure that the infrastructure is adequate rather than continually bolting development onto existing settlements."

 

The funding is part of the national Garden Village Capacity Fund, administered by Homes England.

Funding totalling £1.17m includes:

  • Garden Villages Funding Award - £228,570 - 2017
  • Garden Villages Capacity Funding Award - £230,000 - 2017/18
  • Garden Villages Capacity Funding Award - £300,000 - 2018/19
  • Garden Communities Capacity Funding Award - £150,000 - 2019/20
  • Garden Communities Capacity Funding Award - £130,000 - 2020/21
  • Garden Communities Capacity Funding Award - £135,000 - 2021/22

Long Marston Garden Village will deliver around 3,500 dwellings, a village centre, two primary schools, a secondary school and around 13ha of employment land.

Outline planning permission was granted for the first 400 homes in February 2017. Consultants have been appointed to undertake a sustainable transport options study including working with stakeholders to explore how the garden village could be delivered from the perspective of minimising the need to travel.

A Supplementary Planning Document for the site was adopted by the District Council in February 2018.  The document sets out a vision and design principles for how the Garden Village will look and it will also be used by the District Council as a guide to determine planning applications and ensure that its overall aims and vision for the site is achieved.

A reserved matters application was made valid in October 2017 and was resolved to be approved by Planning Committee in November 2018.

The planning application for 3,100 dwellings and all elements of the allocation not covered by the outline permission for 400 homes together with the planning application for the SWRR were submitted in June 2018.

Remediation work commenced on site in advance of a start on the first 400 homes.

The District Council is working with the developer, CALA Homes, Homes England and key stakeholders including Warwickshire County Council to deliver the garden village.

The District Council has already allocated £100,000 within the Planning department's annual budget towards an 'Implementation Team' which is tasked with securing the delivery of all of the strategic sites allocated within its Core Strategy, residential and employment.

Long Marston Garden Village; the similar sized new settlement at Gaydon Lighthorne Heath; and the Stratford Canal Quarter regeneration project are the largest schemes within the team's remit.

The District Council was allocated marginal funding of £13.4m in February 2018 to go towards contamination and infrastructure costs associated with the development of the first 400 homes on site.
