Stratford-on-Avon District Council's Cabinet decisions - 2 November 2026

Published on 3 November 2026

Here are the decisions from Stratford-on-Avon District Council's Cabinet meeting on Monday 2 November 2026.

Housing land supply action continues

Cabinet noted progress on the Council's Housing Land Supply Action Plan and endorsed a revised Interim Policy Position Statement (IPPS) for publication following changes to national planning policy. Members heard that the Council's five-year housing land supply position has improved from 2.21 years to 2.43 years, although a shortfall of around 2,927 homes remains. The updated statement will help guide planning decisions while work continues to boost housing delivery across the District.

Strategic risks reviewed

Cabinet reviewed the Council's latest Strategic Risk Register, which identifies and monitors key risks facing the authority, including financial sustainability, housing land supply, cyber security, local government reorganisation, recruitment and retention of staff, and emergency preparedness. The register will continue to help inform decision-making and ensure appropriate mitigation measures remain in place.

Youth Catalyst Project moves forward

Members approved the procurement of a new Youth Catalyst Project, designed to strengthen youth provision across rural communities in the District. The three-year programme will support local organisations, develop new and existing youth opportunities, improve access for young people and help build sustainable community-led provision through specialist support and grant funding.

Financial position remains strong

Cabinet received the latest revenue budget monitoring report for 2026/27. Despite period six showing a temporary adverse position of £469,346, the Council is forecasting a favourable year-end position of £608,000. Strong investment income, additional parking income and higher-than-expected recycling-related grant funding have contributed to the positive outlook. Cabinet also noted approved write-offs for council tax, business rates and housing benefit overpayments.

Capital programme progress noted

Members reviewed progress on the Council's capital programme, including investment in council assets, leisure centre improvements, temporary accommodation, environmental projects and infrastructure schemes funded through Community Infrastructure Levy (CIL) and Section 106 contributions. Capital expenditure totalling £14 million is planned for 2026/27, with £3.5 million spent or committed by the end of September.

Treasury management update received

Cabinet received the mid-year Treasury Management Review. The report showed the Council earned £1.85 million in investment income during the first six months of 2026/27, exceeding budget expectations. Members also noted that the Council remains debt-free, continues to fund capital investment through internal borrowing, and remains compliant with all treasury management and prudential indicators.
