Stratford-on-Avon District Council's Cabinet has today, Monday 7 September agreed to explore the use of new High Street Rental Auction powers to help bring long-term vacant commercial properties back into use and support town centres across the District.

The Cabinet has approved proposals to begin consultation on designating areas within Stratford-upon-Avon, Alcester and Southam as High Streets under the Government's High Street Rental Auction scheme.

The powers, introduced through the Levelling Up and Regeneration Act 2023, give councils the ability to intervene where shop units have remained vacant for extended periods and help get them occupied again.

The move forms part of the District Council's wider commitment to supporting local businesses, reducing empty premises and maintaining vibrant town centres for residents, visitors and communities. 

Current figures show the District's overall retail vacancy rate stands at 9.4%, below the national average of 13.2%. However, not all empty buildings will be eligible for this scheme, particularly those requiring substantial redevelopment or repair, such as the former BHS building in Stratford-upon-Avon. 

Before any powers can be used, the District Council must undertake formal consultation on proposed designated areas of Stratford-upon-Avon, Alcester and Southam, where the District Council has the strongest evidence base and longest record of monitoring vacancies. 
 
Experience from local authorities already piloting the powers suggests the greatest benefit often comes before an auction takes place, as landlords are encouraged to work proactively to bring empty properties back into use rather than risk intervention.

Councillor George Cowcher, Planning and Economic Development Portfolio Holder said: "Successful and vibrant high streets are at the heart of our towns and communities. While many of our centres continue to perform well, long-term vacant properties can have a significant impact on local businesses, residents and visitors. 

"These new powers are designed to encourage landlords and local authorities to work together to bring empty properties back into use. Our aim is not to hold auctions wherever possible, but to create the right conditions for vacant units to become occupied again and contribute positively to the local economy. 

"By consulting on the adoption of these powers now, we are taking a proactive step towards supporting businesses, improving town centres and helping ensure our high streets remain attractive and successful places to visit, work and invest in." 

The District Council will now begin preparations for consultation, alongside the creation of a cross-departmental delivery group to oversee implementation and engagement with landlords, businesses, residents and other stakeholders. 

If approved following consultation, the first designated areas could be adopted by the end of 2026.
