Stratford-on-Avon District Council has reaffirmed its commitment to protecting vulnerable residents, following the publication of its Safeguarding Annual Report 2025/26.
The report, presented to The Cabinet, highlights continued improvements in how the District Council identifies, records, and responds to safeguarding concerns involving both children and adults.
During 2025/26, Council staff recorded 46 safeguarding concerns, with the majority referred to Warwickshire County Council for further action, including 26 cases involving children and 12 involving adults.
The most common issues identified included:
- Neglect and self-neglect
- Emotional harm
- Physical harm and exploitation
- Housing-related risks, including homelessness
These figures reflect growing staff confidence in recognising safeguarding issues and acting promptly to protect those at risk.
The District Council has taken significant steps to strengthen safeguarding practices over the past year, including:
- Improved reporting and record-keeping systems
- Greater management oversight and safeguarding leadership
- Increased focus on learning and reflective practice
Safeguarding is delivered through strong partnership working across Warwickshire, involving the County Council, police, health services and other agencies.
While Stratford-on-Avon District Council does not carry out statutory safeguarding investigations, it plays a vital frontline role in:
- Identifying concerns through everyday services
- Making timely referrals
- Supporting coordinated, multi-agency responses
All District Council staff receive safeguarding training, reinforcing a culture where protecting residents is everyone's responsibility.
Cllr Liz Coles, Portfolio Holder for Housing, Revenues and Customer Services, said: "Safeguarding is a core responsibility for the District Council, and this report demonstrates the real progress we've made in strengthening our approach. From improved reporting to stronger partnership working, we are better equipped than ever to identify risk early and ensure vulnerable residents receive the support and protection they need."
