Experts that make a huge difference to your services

April 2026

A District Council is responsible for a wide variety of locally based services. Some services, such as the waste collection and recycling services, are well-known but other services are less well-known.

But, behind every community initiative or service there are people working for the council who quietly make things happen, solving problems and making a difference. The work of district council staff doesn’t often make the headlines, but they can really change lives.

Last week I attended a briefing on the recent Meningitis B outbreak that occurred in Kent. On the call were councillors, environmental health officers and public health professionals from across the country. The briefing shared data, early evidence and preliminary analyses of the outbreak. The briefing showcased the immense amount of hard work that was being done to contain and prevent further spread of the disease by public health officials and district council environmental health officers.

Environmental health officers at the District Council are involved in checking safety, including safeguarding food safety. They are responsible for monitoring and enforcing health and hygiene legislation. They investigate problems such as pollution, noise nuisance, toxic contamination, pest infestation or an outbreak of food poisoning. Their vital partnership with public health organisations helps to prevent the spread of diseases.

Local Government is responsible for a complex range of services. District Council members of staff work on projects that improve everyday life – and life chances – for residents, while supporting local economies and strengthening communities. Some work to support local businesses whilst others are responsible for strategic planning and planning permissions. Building control officers check that building regulations are adhered to and the safety of construction. Street scene officers oversee many tasks including street cleansing and the safety of public areas.

Other officers work to support vulnerable families, tackling homelessness or housing problems or they work with partner organisations to prevent crime or address the impacts of domestic abuse.

Support staff ensure that front-line services operate smoothly including the administrative, legal, finance, communications or IT functions of the council. This is just a taste of the work that goes on behind the scenes. Many other essential duties are carried out by other dedicated people across the Council.

Last week, Stratford-on-Avon District Council has received an accolade for being England’s top-recycling area. They have also received a nomination for their partnership work with VASA on community transport. The work of staff members has been an essential part of both successes.

The role of councillors is to represent their communities and lead by example. Their role is in setting policies and agreeing strategies, but it is the staff who, by using their expertise and professional knowledge and advice, make things work and keep services running.

Local government is changing. During the changes ahead, the role of the people who work for the council will remain essential and their work will continue to make a difference.
