Clifford Chambers Neighbourhood Plan has now been 'made'

Stratford-on-Avon District Council resolved that the Clifford Chambers Neighbourhood Plan was 'made' on 12th July 2021. It is now formally part of the District Council's development plan and will be used to assist in making decisions on planning applications within the area.

'Yes' vote at referendum

On Thursday 6 May 2021, voters in Clifford Chambers & Milcote voted ‘yes' to the Neighbourhood Plan.

  • 91.6% (218 people) of those voting said ‘Yes'
  • 8.4% (20 people) of those voting said ‘No'
  • The turnout was 57.2%.

Plan to proceed to referendum

The Clifford Chambers & Milcote Neighbourhood Plan was independently examined between May and September 2020. The District Council received the Examiner's report on 10 September 2020. The Examiner's report recommended that, subject to some proposed modifications, the plan should proceed to referendum. The District Council agreed with the Examiner's report and has endorsed the Plan to proceed to a referendum to be held on Thursday 6 May 2021.

The polling station will be at The Jubilee Hall, Clifford Chambers, CV37 8HR.

The question on the ballot paper will be as follows:

“Do you want Stratford-on-Avon District Council to use the Neighbourhood Plan for Clifford Chambers & Milcote to help decide planning applications in the neighbourhood area?"

Independent Examiner's Report

Following completion of the Independent Examination of the Clifford Chambers & Milcote Neighbourhood Plan, the Examiner issued her report to the District Council on 11 September this year and can be viewed below:

Examiner's Report - September 2020

In accordance with paragraph 18 of The Neighbourhood Planning (General) Regulations 2012 (as amended), The Local Planning Authority must now consider what action to take in response to the recommendations of the Examiner and decide what modifications, if any, are to be made to the Plan in order for it to proceed to referendum.

Examination

Following completion of the Regulation 16 (Formal Submission) consultation in February this year, the Clifford Chambers & Milcote Neighbourhood Plan has now been sent for examination by an independent examiner.

A number of late representations were received after the consultation closed. These have been passed on to the independent examiner.

In accordance with Regulation 16 of the Neighbourhood Planning (General) Regulations 2012 (as amended), Stratford District Council held a consultation on the Submission version of the Plan between 16 January 2020 and Friday 28 February 2020.

Pre-Submission draft consultation

The Pre-Submission Draft of the Clifford Chambers & Milcote Neighbourhood Plan was published for a six week period of consultation between 22 November 2018 and 17 January 2019 in accordance with Regulation 14 of the Neighbourhood Planning (General) Regulations 2012 (as amended).

Neighbourhood Area designation

The Clifford Chambers & Milcote Neighbourhood Plan Area was designated on 9 September 2014. Clifford Chambers & Milcote Parish Council was the relevant body that applied to the District Council for designation. The area application documents can be found below:
