Bidford-on-Avon Neighbourhood Plan has now been 'made'

Stratford-on-Avon District Council resolved that the Bidford-on-Avon Neighbourhood Development Plan was 'made' on 17 July 2017. It is now formally part of the District Council's development plan and will be used to assist in making decisions on planning applications within the plan area.

'Yes' vote at referendum

On Thursday 29 June 2017, voters in Bidford-on-Avon chose to say 'yes' to the Neighbourhood Plan.

  • 94.1% of those voting said 'Yes'
  • 968 people voted 'Yes' and 5.9% (61 people) voted No
  • There was a 22.4% turnout

Plan to proceed to referendum

The Bidford-on-Avon Neighbourhood Plan was independently examined during September and October 2016. Following the examiner's report of 31 October 2016 (see ‘Specified Documents' below), Bidford Parish Council asked us to consider alternative modifications to those suggested by the examiner. After receiving legal advice, we agreed to a number of amendments to the examiner's modifications . We publicised these amendments for a consultation held between 16 December 2016 and 3 February 2017. We proposed further minor modifications in the light of some of the responses to this consultation. The Cabinet voted on 8 May 2017 to proceed to referendum with the Plan, as amended by the modifications that are set out in the decision statement below.

Examination

Following completion of the formal submission consultation on the draft NDP, the plan - together with the associated consultation documents, schedule of responses, and list of evidence base documents - was sent to an independent examiner in August 2016.

Additional consultation

The examiner asked the council to carry out a further two-week targeted consultation with those who made representations at the formal submission consultation stage. This is because the original consultation period (30 June – 12 August 2016) coincided with the adoption of the District Council's Core Strategy on 11 July 2016. This represented a material change in circumstances.

The consultation closed on Friday 23 September. No revised or additional comments were received.

Formal Submission consultation

In accordance with Regulation 16 of the Neighbourhood Planning (General) Regulations 2012 (as amended), we held a consultation on the policies proposed in the Submission version of the Plan. The consultation started on 23 June 2016 and closed on 5 August 2016.

Pre-Submission Draft consultation

The Pre-Submission Draft of the Bidford-on-Avon Neighbourhood Plan was published for a six week period of consultation between 24 September and 6 November 2015 in accordance with Regulation 14 of the Neighbourhood Planning (General) Regulations 2012 (as amended).

Neighbourhood Area designation

The Bidford-on-Avon Neighbourhood Plan Area was designated by the Cabinet on 10 February 2014. Bidford-on-Avon Parish Council was the relevant body that applied to the District Council for designation. The area application documents can be found below:
