Here are the decisions from the Stratford-on-Avon District Council's Cabinet meeting on Monday 3 November, which included the Scrutiny Protocol, New Prevent Policy, Enforcement Policy, Statement of Licensing Policy, Strategic Risk Register, Allocation of Community Infrastructure Levy, Revenue Budget Monitoring, Capital Budget Monitoring and Treasury Management Strategy Statement Mid-Year Review.
The Cabinet has endorsed the Scrutiny Protocol which outlines the relationship between the District Council's Cabinet and Overview and Scrutiny Committee. Although there is no statutory obligation for the District Council to adopt a Scrutiny Protocol, it is considered best practice as councils can enhance the effectiveness of the scrutiny function. The Cabinet has approved the most recent Prevent Policy for the District Council. The new policy was reviewed following new guidance from the Home Office on counter terrorism. The District Council has a duty to help prevent the risk of individuals becoming terrorists or supporting terrorism. The policy was developed in partnership with the Warwickshire Prevent Steering Group and will continue to be reviewed to follow government guidance.
The Cabinet has approved the latest Enforcement Policy in line with governance protocols and recent legislative developments. The revised policy aims to enhance clarity, consistency, and effectiveness in regulatory enforcement across all service areas. It now includes clearer guidance on how the Council responds to breaches of regulations-always aiming to take fair and proportionate action. It also takes into account new national guidance, including updates in areas like Building Control. Planning enforcement which is referenced in the new policy is undergoing a review with the planning and development team. Therefore, that section of the policy will be updated as soon as the review is complete.
The Cabinet has approved the Statement of Licensing Policy for the period of 2026-2031 after a 12-week consultation was held. The policy was reviewed alongside the Warwickshire Licensing Technical Group (Warwick, Rugby, Nuneaton & Bedworth, North Warwickshire and Coventry City Council). The Licensing Policy outlines how Stratford-on-Avon District Council will deal with applications for licenses in a fair and open way across the District.
The Cabinet has reviewed and approved the latest Strategic Risk Register (October 2025). The Register records all significant risks to the Council's operations, key priorities and major projects, such as cost of living, development of the South Warwickshire Local Plan and land supply and business continuity. The Register is reviewed quarterly by the Council's Management Team and twice a year by Cabinet.
The Cabinet has noted the position of the District Council's revenue expenditure and income as at 30 September 2025 (Period 6).
The Cabinet has noted the position of the District Council on capital expenditure and income for the period 1-6 of 2025/2026 (April 2025 to September 2025).
The Cabinet has noted the Treasury Management mid-year review of activities. The report sets out the performance of Treasury operations for the first six months of the 2025/2026 financial year.
