In light of COVID-19 and the expected economic impact on the development and construction industries, Stratford-on-Avon District Council has adopted a revised instalments policy for developer Community Infrastructure Levy (CIL) payments in order to temporarily relax the payment deadlines in accordance with advice from the Government.

CIL legislation provides that for very large contributions developers can pay CIL levies on instalments. This revised and temporary policy adds six months to current instalment payment deadlines providing additional flexibility to developers. As the financial effects of COVID-19 ease the policy will return back to its original version.

Councillor Daren Pemberton, Deputy Leader of Stratford-on-Avon District Council and Portfolio Holder for Place says "Temporarily revising the CIL Instalments Policy in light of COVID-19 is in line with Government advice. It is a proactive and pragmatic course of action that will ensure that any impact on the viability and deliverability of development sites currently under construction within the district resulting from the COVID-19 pandemic can be reduced."

The revised policy will apply to developments that commence from 20 July 2020 until it is reverted back to the original February 2018 version.

The Revised CIL Instalments Policy can be viewed on the District Council's website at www.stratford.gov.uk/planning-building/charging-schedule.cfm. It is also available to inspect at the District Council's offices at Elizabeth House, Church Street, Stratford-upon-Avon, CV37 6HX.
