District Council

HSRA Consultation - Alcester

Alcester

The Council is consulting on the proposed designation of a defined part of Alcester town centre as a high street for the purposes of HSRA powers.

The Proposed Area

The proposed designation covers the following streets

  • High Street
  • Market Place

The boundary has been drawn to focus on the established town-centre retail and shopping area. Alcester is a significant service town for the local areas and also has a significant visitor economy element where the effects of vacant units can be magnified. Only applicable premises within the proposed boundary for adoption can be considered under the High Street Rental Auction legislation. Inclusion within the area would not mean that a property automatically qualifies for action.

ALCESTER CONSULTATION MAP

The area shown edged red on the accompanying plan defines the proposed High Street Rental Auction area in Alcester Town Centre for consultation. The boundary generally follows the main town centre streets and public thoroughfares shown on the plan and is intended to capture the primary retail and commercial areas of the town.

For the purposes of this consultation, all ground floor retail, commercial, leisure, food and beverage, financial, service and other business premises fronting onto any street, road, lane, square or public thoroughfare encompassed by the red boundary are included within the consultation area. A property will be considered to be within the consultation area where its main ground floor frontage and customer entrance are on a street or public space located within the red-edged boundary.

For the avoidance of doubt, inclusion is based on the property's relationship to the streets and public spaces contained within the boundary and not solely on whether the entire building footprint lies within the red line. Where a building occupies a corner site or extends beyond the boundary, the ground floor unit will be included where its main frontage faces a street or public space within the consultation area.

In the event of any uncertainty regarding a specific property, the red-edged plan shall be read in conjunction with the definition above, with the intention of including all ground floor commercial premises that form part of the active town centre frontage.

The written boundary description and detailed map should be read together.

What happens after the consultation

Responses will be reviewed before a decision is made on whether to adopt, amend or withdraw the proposed designation. Any future consideration of an individual vacant property would be a separate process and would be subject to the statutory eligibility tests and notice requirements.
