Bookings for journeys in a private hire vehicle must be made with a licensed private hire operator. It is with the operator that the contract for hire is made.
Once the booking is made, the operator can dispatch a licensed private hire vehicle driven by a licensed private hire driver to take the passengers on their journey.
Operators' licences may be granted for up to five years.
Stratford-on-Avon District Council has a policy for private hire operators; this sets out the standards that an applicant must meet in order to be considered. Operators that are already licensed must abide by the conditions in the Stratford-on-Avon District Council conditions booklet.
The licence requires that operators keep records in a paper document format that can be inspected by the local authority. Unless permission has been obtained, records must not be kept in any other format.
If you are an operator and wish to keep records electronically, rather than in the required paper format, you must make an application for a computerised records system. Your application will be considered, the proposed system inspected and, if suitable, written confirmation will be provided that you may use the electronic system rather than a paper one.
