Unauthorised motorcycle parking on Waterside

Stratford-on-Avon District Council is warning bikers visiting Stratford-upon-Avon to park in the designated motorcycle park or face a parking charge notice.

The newly remodelled Bancroft Gardens and Waterside in Stratford-upon-Avon are proving popular and the open nature of the area allows easy public access. However motorcycle users have also felt the space is available for parking; although alternative parking is available at the designated motorcycle park at Bridgeway, just 2 minutes away and there is free parking on-street and in the off-street car parks.

This use of the land owned by Stratford District Council is unauthorised and has resulted in the District Council entering into a contract with UK Parking Control Ltd.

The contract in place enables UK Parking Control Ltd to record registration numbers of the motorcycles concerned and issue them with parking charge notices through the post; and a substantial number of parking charge notices have now been issued and paid.

"The new layout for Bancroft Gardens is designed to create a high quality contemporary landscape within the historic setting of the gardens and whilst the District Council recognises and appreciates the attraction that the bikers bring to the town, this self-appointed tourist attraction is not above the law and the District Council will not fail in its duty to enforce the parking restrictions for the benefit of the majority of residents and visitors alike. The District Council welcomes bikers to the town, but in the designated parking areas," says Cllr Vince Seaman, Resources Portfolio for Stratford District Council.

"It is anticipated that as more and more parking charge notices are issued and as word of this spreads amongst the motorcycle owners concerned, then the message that the District Council is serious in its endeavours to prevent this use will become more widespread.  We are however aware of the numbers of motorcyclists still contravening the parking restrictions on the area and at our request our contractors are stepping up their presence at peak times, giving a clear message to motorcyclists that they should not park on the area.  Also failure to pay the issued parking charge notice will result in further action being taken through the courts, which may incur additional costs for the recipient."

As the land is privately owned and is not part of the highway it falls outside the off-street parking places order and is not covered by parking regulations enforcement; therefore it is not in the jurisdiction of the District Councils civil enforcement officers.

The £3 million re-landscaping project has been funded by Advantage West Midlands, the Regional Development Agency which has supported the World Class Stratford project to reinforce the towns position as a major centre of domestic and international tourism.  The design work for the Gardens has been undertaken by Land Use Consultants who developed the 1930s Art Deco approach following consultation with local stakeholders. The concept seeks to present a contemporary design respectful but not constrained by its historical setting, to achieve the aspirations of the original Waterfront Masterplan, but also enable further opportunity to integrate the design into other developing regeneration initiatives in the town. The final 1930s inspired design solution has been described as, stylish, simple, contemporary, functional and durable.

Pity that a Motorcycle park could not have been incorporated into the design. Generally people like to see the motorcycles on Waterside not hidden around the corner

Motorcycles parking there were not a problem really but how about more security posts for push bikes along the Bancroft Gardens and perhaps free parking in town for residents of Stratford?

I am totally opposed to SDC's policy on this matter and shows completely the totally blinkered view of those who make the decisions. Welcome the bikes onto Bancroft and develop a set of rules that safeguards pedestrian safety. Close and do something useful with the bike park on the gyratory which obviously was not going to be used and was yet another example of public money being wasted (easy when it's not your own?)

The so-called 'designated parking area', for motorcycles is dangerous for many reasons. Bikes have to exit the car park onto a fast, 3 lane one way system, which is extremely hazardous especially if you wish to get into the nearside lane to make a left hand turn. There is not enough space between the exit and the T junction to allow a safe period in which to cross 2 lanes and get on the the left hand lane. The bikes are not safe whilst being parked there. All bikers can do is leave the bikes if they wish to get a drink, use the toilet or go shopping. I have witnessed a tourist take it upon himself to sit on somebody's bike to have his photograph taken. A) they should not touch other people's property and b) it is dangerous. If the bike fell over the tourist could be badly injured and get trapped underneath. Also if the bike fell it would cause a domino effect and make all the bikes along the row fall thus causing thousands of pounds worth of damage. There is also a risk of damage to our bikes because youths throw things onto them from the upper floor of the multi story car park. Whoever deemed that designated area to be fit for its purpose, clearly did not give it much thought and did not seek proper professional davice on what would be suitable. Bikers have parked along Waterside for many years. They have not caused any damage, Unlike the skateboarders who have already damaged the stone work around the flower beds. Bikers do not leave litter everywhere and turn the area into an eyesore. Bikers do not drink alcohol and then shout abuse and use foul language at passers by, which is something I witnessed last Friday evening. I also witnessed a man drunk beyond belief, on his back on the grass in Bancroft Gardens. He had vomit down the front of his clothing. If all these things do not detract from the so called beauty of the area, then please enlighten me as to what does. The bikers cause no ofeence to anyone and are indeed and attraction to many tourists and residents alike. The local traders welcome th ebusiness they get from the bikers all year round. Perhaps the counil would like to tell us exactly what it is that they object to in a tradition that has been a part of Stratford on Avon for so many years.

Let them park the bikes, when i was younger my dad used to take me to go and see them and it was great.

My Grandparents have lived in Stratford all lives,but sadly they have passed away now, my Great Grandfather was the famous Stratford chimney sweep, who live in windsor st Stratford many years ago,My uncle still lives in Stratford,and i`ve live in and around Stratford for most of my life.I believe in Histroy, so why try to change something that has been going on for more the 40 years i.e the bikers on Waterside,Stratford would be a very lonely place without the very friendly bikers from all over the country,by removing them from Waterside would be a very Great loss due to the loss of trade to the town.Its a public park so why is it that you are only intimidating the bikers with this firm UKPC Ltd and not doing anything about the skateboards grinding on the new walls and youngesters drinking in the park shouting and swearing at the tops of there voices.Also people riding push bikes on the pavement ,My wife nearly got taken out by someone on a push bike on Wednesday 1st July 2009.Across from where the bikers park, there is a tree near the road bridge where on a regular basis there are a bunch teenagers swinging on the banches and hanging up side down and trying to break the tree.The Ex Mayor Mr Bennis Walks straight pass when this is happening and does nothing.

loal business will suffer when the council drive away the bikers. The bikes are part of many trips to stratford for many of my family and friends.
