Dear Resident,
Firstly I would like to apologise for any inconvenience or disruption you may be experiencing with the District Council's refuse and recycling service. I am sure you are aware that the recent weather conditions have caused a significant amount of disruption across the whole of Warwickshire and the local area.
In Stratford District this has meant we have been forced to suspend the refuse and recycling collections sometimes this week and have only been able to offer a limited service once back operating.
The District Council has been closely monitoring these conditions each day, which can change by the hour, in order to identify any areas and roads that our contractor could safely access. Although the main roads have been clear throughout the week, we are by nature a very rural District with the majority of residents' bins presented on minor roads in small villages, which have been treacherous. In attempting to continue to provide a waste collection service the Council has to consider not only the safety of the public, but also that of the contractors we employ. Refuse vehicles are of course very large and heavy, and have the potential to cause a significant amount damage, should a driver lose control on icy roads.
A revised program of collections has been put together in conjunction with our contractor, Verdant, for the next week which is on the website. Please refer to the program for your new arrangements. Updates will be issued regularly regarding our progress. Please pass the revised collection and update information onto neighbours who may not have access to the internet.
I am again sorry that residents have been inconvenienced by recent events and thank you for your patience and understanding at this time. I can assure you we are committed to resuming a normal service as soon as possible and would urge residents to keep looking at the District Council's website for the most up-to-date information.

I am sure that you will currently be receiving numerous complaints from unhappy Stratford residents. The majority of these residents will no doubt feel that you should be able to continue collecting their refuse despite the weather conditions. It is probably these very same residents who would be the first to complain to you when their vehicle or their property was damaged by a refuse lorry skidding out of control because of the ice. I personally feel that you made the correct decision when you halted collections. The safety of your staff and that of the residents of Stratford should always be the most important factor. I am sure these were high in your decision making processes.
