Deliberate and Unreasonable Refusal to Co-Operate Procedure (S.193B(2))

Stratford-on-Avon District Council is committed to supporting people facing homelessness. If someone deliberately and unreasonably refuses to engage with the agreed steps in their Personalised Housing Plan (PHP), we may end our duty to assist under the Homelessness Reduction Act 2017.

We will always try to understand the reasons for non co-operation and offer support before taking any action. A formal warning will be given first, and applicants have the right to request a review if a decision is made to end our duty.
