Gypsy and Traveller Local Plan

Why are we preparing this Plan?

The National Planning Policy Framework (NPPF) and subsequent legislation requires councils to identify sites to meet the accommodation needs of all communities within their area. This includes the needs of the gypsy and traveller community and travelling show people. Policy CS.21 in our adopted Core Strategy sets out general criteria against which proposals for plots will be considered. Our Gypsy and Traveller Local Plan will provide further guidance.

Summary of progress

1. Gypsy and Traveller Call for Sites 2018

The Council ran a further "call for sites" during March-April 2018 to seek suggestions from landowners and other interested parties for new gypsy and traveller sites across the district.

2. Gypsy and Traveller Accommodation Update 2016 (GTAA)

We commissioned Warwickshire County Council Gypsy and Traveller Service to undertake a review to our 2014 GTAA. The purpose of this review was to identify the housing needs of gypsies, travellers and travelling showpeople across the district. The 2016 GTAA update was endorsed by the Cabinet in January 2017.

3. Implementation Options consultation 2015

We consulted on a document that:

  • Set out revised pitch requirements for the district
  • Laid out proposed preferred search areas for new sites
  • Suggested current temporary sites that could become permanent
  • Safeguarded existing sites (those with permanent consent and no occupancy restriction)
  • Commented on some known sites that the council was not proposing to allocate or safeguard

A draft proposals map was also produced to summarise the safeguarded sites, proposed allocations and preferred areas of search on a single plan.

4. Regulation 18 consultation and "call for sites" 2014

This document provided public notice of our intention to prepare a Gypsy and Traveller Local Plan and consulted on what the plan ought to contain. This consultation also asked for suggestions for land potentially suitable for new gypsy and traveller sites in the district.

Next steps

  • As a development plan document that will sit alongside the Core Strategy and Site Allocations Plan, the Gypsy and Traveller Plan will be subject to further public consultation and examination in public by an independent planning inspector to check that the plan is fit for purpose. The inspector will publish their report after the examination. After any necessary changes have been made to the plan for the inspector to find it sound, the document will then go before Cabinet and Full Council (a meeting of all district councillors) to be formally adopted as part of our development plan.
