Stratford-on-Avon District Council adopt Community Infrastructure Levy

Stratford-on-Avon District Council's Full Council meeting today, Monday 11 December has formally approved and adopted the Community Infrastructure Levy (CIL) Charging Schedule which will take effect from 1 February 2018.  

The Community Infrastructure Levy (CIL) is a levy that local authorities in England and Wales can choose to charge on new developments in their area. The money could be used to support development by funding infrastructure that the Council, local community and neighbourhoods want - for example, new or safer road schemes, park improvements or a new health centre.

Similarly to a Local Plan, CIL was subject to various rounds of public consultation and independent scrutiny through an examination in public where an independently appointed examiner tested whether the rates being proposed were reasonable.  

The District Council is responsible for indicating the types of infrastructure or individual projects that CIL money would be spent, or part spent on through publication of a list of infrastructure priorities under Regulation 123 of the CIL Regulations.  The CIL user guide provides information about how the District Council will seek contributions for the funding of infrastructure from new development.  Inclusion of infrastructure in this list does not signify a commitment from the Council to fund the projects or the entirety of any one project through CIL and the order in the table does not imply any order of preference.  

Cllr Chris Saint, Leader of Stratford-on-Avon District Council says: "Development has an impact on infrastructure be it roads, schools, health facilities and so on which is not always just limited to a local area.

"The adoption of the Community Infrastructure Levy is a significant step forward and opportunity for the District Council as it means that contributions from developers can be collected from the 1st February next year to mitigate the impact of development across the whole of the District which will mean better management and delivery of necessary infrastructure."
