Design and Access Statements

New Legislation - April 2010

From 6 April 2010, the Government is expanding the range of development that is exempt from the requirement for a Design and Access Statement. The documents below confirm the new requirements.

Design and Access Statements - Information and Householder Form

It is a legal requirement for the majority of planning applications, and all listed building consent applications, to be supported by a Design and Access Statement (DAS).

For planning applications the need for a DAS will be dependent on the scale and nature of the proposal and also whether the site is within area which is designated as a Conservation Area, Area of Outstanding Natural Beauty or a Site of Special Scientific Interest.

All householder applications for sites in a Conservation Area or requiring Listed Building consent will need Design and Access Statements.

Applications that require a DAS will not be valid unless the required Statement is submitted. An information sheet (to be made available shortly, currently being updated) provides help with preparation of Statements.

A Design and Access Statement is a short report accompanying and supporting a planning application to illustrate the process that has led to the development proposal, and to explain the proposal in a structured way. It should explain the design principles and concepts that have been applied to the scale, layout and appearance characteristics of a proposal.

The level of detail required in a design and access statement depends on the scale and complexity of the application.

For householder applications - extensions and alterations to residential properties, a short Statement Form is available, to simplify the process.

The Statements will allow the District Council, neighbours, consultees and other stakeholders to have a wider appreciation of the proposed scheme, its design and how the proposal has been developed.
