As a part of the Local Development Framework (LDF) for the District the Council is required to publish a Local Development Scheme (LDS). This is a three-year project plan which sets out the current planning policy documents for the District and how these will be reviewed and developed. To this end the LDS serves two key purposes:
The current Local Development Scheme - June 2009 came into effect on 10 July 2009.
Since that time a number of circumstances have led to the District Council to reconsider its programme for preparing the Core Strategy. In particular, development requirements for the District needed further technical assessment and public engagement.
As a result, the proposed submission version of the Core Strategy has been delayed. Instead a further draft of the Core Strategy was published for consultation in February 2010. It was anticipated that the pre-submission version would be published in Autumn 2010.
However, the changes to plan-making introduced by the coalition government means that further consideration and assessment will need to be given to the approach to development in the District before the Core Strategy can be progressed to the next stage.
The latest published situation on the LDS is provided at the end of the Annual Monitoring Report which was submitted to the Secretary of State at the end of 2009.
