As a part of the Local Development Framework (LDF) for the District the Council is required to publish a Local Development Scheme (LDS). This is a three-year project plan which sets out the current planning policy documents for the District and how these will be reviewed and developed. To this end the LDS serves two key purposes:
- it sets out the current documents which form the development plan for the planning of the District, and
- it provides the programme for the preparation of new development plan documents, setting out a timetable for the various stages in the preparation of each document.
The last published document Local Development Scheme - June 2009 came into effect in July 2009.
Since that time a number of circumstances have led to the District Council to reconsider its programme for preparing the Core Strategy. In particular, development requirements for the District needed further technical assessment and public engagement.
As a result, the proposed submission version of the Core Strategy has been delayed. Instead a further draft of the Core Strategy was published for consultation in February 2010. It was anticipated that the pre-submission version would be published in Autumn 2010.
However, the changes to plan-making introduced by the coalition government means that further consideration and assessment will need to be given to the approach to development in the District before the Core Strategy can be progressed to the next stage.
The latest published situation on the LDS is provided at the end of the Annual Monitoring Report which was made publicly available at the end of 2010.
Further to that, it has been necessary to review the timetable for the Core Strategy together with a Gypsy and Traveller Site Allocations SPD and an amendment to the timescale for the District Design Guide SPD. The Cabinet approved amendments to the LDS on 12 September 2011. Click on the link below to view the Cabinet report:

The Local Development Scheme will now go forward for approval by the Full Council followed by approval by the Secretary of State.
