Housing Moratorium
During the period 22 June 2006 to 31 March 2011 the District Council applied a housing moratorium which meant that applications for housing development would normally be refused. The moratorium was intended to limit the potential over-provision of housing against the targets of the Regional Spatial Strategy. In the Managing Housing Supply SPD the District Council gave details of the types of housing development that would be exempt from the moratorium.
From 1 April 2011 the moratorium has not been applied. This is because the Local Plan Review policy (STR.2) that enabled the application of the moratorium expired on 31 March. The moratorium could not be applied without the enabling policy STR.2 being extant.
As a consequence, the Managing Housing Supply SPD is no longer relevant to the determination of planning applications. However, applications for housing development will continue to be assessed against the statutory Development Plan and against other material considerations. The statutory Development Plan includes the saved policies of the Stratford-on-Avon District Local Plan Review 1996-2011, and relevant policies of the West Midlands Regional Spatial Strategy (RSS).
