Local Development Framework (LDF) - The Core Strategy
The Council has started to prepare a series of planning documents to guide development and change in the District up to 2028. They will determine where new homes are built, where new jobs are created and how people can travel to get to the things they need.
The first and most important of these documents is the Core Strategy, because it will set the course for everything to follow. It will present a vision of how we want the District to look and function in future years.
There are some big challenges facing our District, which the Core Strategy will need to address. We think some of these are:
- Where should new homes be built and new jobs located?
- How can we meet the housing needs of local people?
- How can we reduce the impacts of climate change?
- How can we make sure everyone can reach the services they need?
- How do we protect our rich heritage and landscape?
Progress to date:
- A consultation exercise on issues raised in the Issues and Options document was carried out in May/June 2007.
- We then published a Draft Core Strategy for comment in November 2008.
- A consultation paper was produced in July 2009 setting out three potential housing growth scenarios and outlined some possible development options to meet these scenarios. We were seeking views on the proposed development options to meet each growth scenario.
- In February 2010 the Council published a Consultation Core Strategy which put forward a range of possible sites for future development and strategic policies, set within a vision for the District and a range of key objectives. However, in light of the new coalition Government's approach to plan-making, it is now necessary to reconsider certain matters, particularly in relation to the scale and purpose of housing development.
Future progress:
- A third draft of the Core strategy and Sustainability Appraisal will be published for consultation in February-March 2012
- As a result the submission draft of the Core Strategy and Sustainability Appraisal will not now be be published before August 2012 and will be subject to further consultation before being submitted to the Secretary of State in November 2012.
- An independent Inspector will consider all the representations and there will be an Examination in Public. The Inspector will decide whether the Core Strategy is 'sound' with a view to adoption by late Spring 2013.
