The West Midlands Regional Spatial Strategy (RSS) is part of the statutory development plan and provides the framework for all the local development documents prepared by the Council. The RSS provides guidance on how much and what type of development should occur within the District and the Council's Local Development Framework must be consistent with the strategic policies set out in the RSS.
The current RSS was issued by the Secretary of State in June 2004. It can be viewed on the Regional Assembly's website.
The RSS is currently being reviewed in a series of phases:
Phase 1 relates specifically to the Black Country and has been approved.
Phase 2 deals with future development across the whole region, for example the amount of housing and employment development that should take place in each part of the region, including Stratford District, up to 2021 and beyond. It also includes policies on sustainable communities, climate change, city and town centres, transport and waste management.
The West Midlands Regional Assembly presented a Draft Revision to the West Midlands Regional Spatial Strategy to the Secretary of State on 21 December 2007.
The following documents were submitted, and will be the subject of a formal public consultation:

Consultation Details
The public consultation will be held from 7 January 2008 until 8 December 2008. The deadline has been extended to enable the results of an independant study of further options that could deliver higher housing numbers to be considered by consultees. The study which was undertaken by Nathaniel Lichfield and Partners was published on 7 October 2008 and can be viewed via the Government Office website.
Anyone has the right to make their views or comments (representations) on the draft Revision and its policies. If you would like to view the draft policies and all supporting documents, copies are available for inspection at Elizabeth House, Stratford-upon-Avon and Alcester, Shipston and Southam Area offices and Stratford-upon-Avon Library.
Copies of the Draft Submission and Overview only can be inspected at libraries in Alcester, Bidford-on-Avon, Harbury, Henley-in-Arden, Kineton, Southam, Studley and Wellesbourne.

An Examination in Public will be held in April/May 2009 to consider objections before the Phase 2 Revision can be approved.
Phase 3 has just been launched. It will cover a wide range of matters, including rural services, recreation provision, various environmental issues and meeting the needs of gypsies and travellers.
