Building Control Manager

I have been within the Building Control Profession for over 35 years and have moved from Trainee through to Manager over this time. I have managed the Stratford Building Control Team since September 2019.

Throughout the past 5 years we have been through enormous change as a profession and within this time have continually provided an excellent service to our customers. Our focus going forward is to continue achieving high standards throughout the transition into the regulated profession that we are to become.

I have a degree in Building Surveying and I am also a Fellow Member of the Chartered Association of Building Engineers. I am also a Registered Building Inspector Class 4 Technical Manager at Class 2 level on Building Categories from A-F.

Team Leader

Having lived locally for many years I started at Stratford District Council in 1989 as a Trainee Building Control Surveyor.

Over the years I have acquired qualifications including OND, HNC and a Degree in Building Surveying and was qualified as a Level 6 Specialist Surveyor through the LABC. More recently I have been successful in qualifying as a Level 2B Registered Building Inspector (RBI) with the Building Safety Regulator (BSR) and I am also a Fellow Member of the Chartered Association of Building Engineers (FCABE) and an Associate Member of The Institution of Fire Engineers (AIFireE)

I am currently working as a Building Control Team Leader, supporting and leading a small team of Surveyors, ensuring the delivery of a high quality, robust and transparent service in order to ensure that Local Authority Building Control is recognised, both locally and nationally, as bringing an excellent provision for all of our stakeholders.

I pride myself in delivering a specialist, yet impartial, tailored service ensuring definitive professional assistance on behalf of the council, creating and applying best practice and delivering successful outcomes for all our partners and customers.

I have found that nothing satisfies me more than meeting new people, developing new relationships, solving problems, contributing to the growth of local economy, safeguarding residents and supporting the community.

Senior Building Control Surveyor

My career in the building industry started in architecture in 1987 when I worked for a small practice in Warwick.

In 1993 I joined Stratford District Building Control as a trainee Building Control Surveyor. In 1997 I moved to Warwick DC to work in their Housing Department as a Building Surveyor, later that year I returned to Stratford District as a Building Control Surveyor and in 2008 I took on my current role of Senior Building Control Surveyor.

I studied at Birmingham City University and in 1998 I attained my BSc Honours degree in Building Surveying and achieved my professional qualification to become a member of The Chartered Association of Building Engineers (MCABE. C.Build E).

I started in Building Control at Stratford DC in 2000 as a trainee, moving from a Property Management position in Bristol where, in 1997 I graduated from The University of the West of England with an honours degree in Building Surveying.

I am now a Building Control Surveyor with Graduate Membership of the Association of Building Engineers. Since having a family I now work part time.

Senior Building Control Surveyor

Before Joining Stratford Upon Avon District Council, I worked in the private sector for an interior design consultancy in Cheltenham, where I worked on mainly commercial projects for the leisure industry.

My career in Building Control started at Stratford DC in 2001 as an Assistant Building Control Surveyor. I worked at Wychavon DC from 2003-2005 as a Building Control Surveyor.

I studied at Birmingham City University, where in 2005 I obtained a 2:1 Honors Degree in Building Surveying.

I am a senior Building Control Officer with Chartered membership of the Chartered Association of Building Engineers (MCABE. C.Build E). I have also recently registered as an Incorporated Engineer (IEng) with the Engineering Council as well as obtaining Building Safety Regulator Class 2 registration for both domestic and commercial projects.

Building Control Surveyor

I started my profession in Building Control in 2004 as the Building Control Modern Apprentice at Tewkesbury Borough Council and soon progressed to Building Control Technician. In 2010 I moved to the Cheltenham & Tewkesbury Building Control service as an Assistant Building Control Surveyor and in 2014 became Building Control Surveyor at Oxford City Council. In August 2016 I joined Stratford DC as a Building Control Surveyor.

While at Stratford District Council I have studied a diploma in Building Control achieving distinction and also now a Registered Building Inspector with class 2(A) status.

Chris Allen

Building Control Surveyor

My career began as an Apprentice in the Performance & Insight Team across both Cherwell District Council and South Northamptonshire Council from August 2013 to August 2014. I was involved with processing and managing the corporate complaints process whilst developing valuable customer service and inter-personal skills. During this period, I gained an Intermediate Level Apprenticeship in Business Administration with City of Oxford College.

This experience led me to Stratford-on-Avon District Council where I joined the Central Administration Team in August 2014 supporting the Planning Department.

My Building Control career then began in July 2017, as a Trainee Building Control Officer when I obtained a Building HNC at Coventry University College in 2018. I then studied part-time for 4 years whilst working full-time from September 2019 and graduated in September 2023 with a First Class BSc (Hons) Building Control Surveying Apprenticeship Degree with the University of Wolverhampton.

In August 2023, I became a dual-chartered professional, by gaining Chartered Membership of both the Chartered Association of Building Engineers (CABE) and the Chartered Institute of Building (CIOB). In addition, I am recognised as a Chartered Construction Manager through the CIOB. I am also a Registered Building Inspector validated to Domestic Class 2A.

Building Control Team Leader

After a brief spell working in haematology, I changed career and joined Bromsgrove Building Control in 1989 as a Trainee Building Control Officer. After rising to Principal BCO I moved to Birmingham City Council, where I was the Project Leader on major commercial projects. Following the birth of my three children, I worked as a freelance Building Control Surveyor for several local authorities until 2011 when I re-joined Local Authority working for Aylesbury Vale. In 2015 I moved to Stratford DC where I am currently working as a Building Control Team Leader.

I hold a BSc Building Surveying degree, became a Chartered Building Surveyor with the Royal Institute of Chartered Surveyors in 2000, and have been a member of the Institution of Fire Engineers since 1997.

Street Naming and Numbering Officer

I joined Stratford on Avon District Council following many years working as a Definitive Map Officer researching historic public rights of way for Worcestershire County Council.

I supported Stratford's Planning Team for four years by processing discharge of condition applications, then joined Building Control in 2021 as the Street Naming and Numbering Officer where I enjoy helping customers find their ideal names for new properties and new streets.
