Private Sector Housing

The private sector housing stock in the Stratford-on-Avon District accounts for over 46,600 properties providing accommodation for over 103,800 people. Its condition and use is of vital importance to the health, quality of life and well being of our residents and to the visual appearance and economic prosperity of the District. This falls in line with the Stratford-on-Avon District Housing Strategy.

Over 77% of the housing stock in district is owner occupied; followed by 13% rented by Housing Associations and 10% rented privately. These figures have been extracted from the Private Sector House Condition Survey 2009. Although the responsibility for maintenance and repair of privately owned housing lies with the owner or landlord, Stratford-on-Avon District Council has a role to ensure that housing in the private sector is in good condition and safe and healthy for its occupants. It does this by providing help and support to homeowners, landlords and tenants living in private housing.

Disability Grants

These are mandatory grants to make adaptations, enabling people with disabilities to remain in their homes and live independently.

Discretionary Grants

These are grants available from the Council for repairs or adaptations to private sector housing, enabling people to remain in their homes.

Empty Homes

There are approximately 800 empty residential properties in the district. Properties that are left unoccupied for long periods of time cause problems for the local community and their owners. We work alongside owners to reduce the number of empty properties within the distric but also need your help in telling us about empty properties in your area so that appropriate action can be taken.

Energy Efficiency

A list of valuable resources to help you become more energy efficient and reduce your impact on climate change, while also saving on expensive fuel bills. This includes information on energy efficiency grants and green energy.

Energy Saving Tips

Information on ways that you can reduce not only your fuel bills but also your carbon footprint.

Houses in Multiple Occupation and Licensing

Advice and guidance for landlords and tenants on the legislation and requirements for Houses in Multiple Occupation (HMOs) and the National and Additional licensing requirements.

Housing Associations Page

Housing associations are classed as private landlords and like private landlords, they have a responsibility for the maintenance and repair of their properties. They are responsible for the health and safety of their occupants. Please follow the advice process in Private Rented Accommodation. You will need to do this before the Council will intervene.

Houses in Multiple Occupation Fire Safety

The Private Sector Housing Team are responsible for enforcing the fire safety precautions and means of escape in HMOs. This section provides information on the specifications required for fire safety and means of escape.

Housing Repairs and Maintenance

This section gives general advice about maintaining your property, the main elements of the property that should be maintained and how to pick a contractor.

Immigration Inspections

Stratford-on-Avon District Council are able to offer inspections for immigration purposes to those living within the district which will be carried out by a member of the Private Sector Housing Team. This section guides you on the process.

This section provides information about some of the partners and other agencies with whom the Private Sector Housing Team work with to assist them in the work they do.

Overcrowding Inspections

A member of the Private Sector Houisng Team will inspect properties in response to requests from tenants, landlords, other members of the public, our own or other agencies. This section explains in more detail the different standards relating to overcrowding.

Privately Rented Accommodation

This section gives information on how to resolve any health and safety issues with regards to housing conditions. Tenants who wish to make a complaint should read this section in the first instance. It will guide you through the process that you will need to take before the Council will intervene.

Accreditation for Landlords and Tenants

There is no landlord accreditation scheme in place at present.

Landlords Forum

The Council holds a landlords forum 3 times a year. It a means of working proactively to build good relations with landlords, letting agents and housing associations that own or let properties within the district.
