The Local Authorities (Referendum)
(Petitions and Directions) (England) Regulations 2000
Regulation 4 of the above Regulations requires each Local Authority to publish a verification number which is the figure representing 5% of the number of local government electors for the authority's area as registered for the period on 1 December 2011. The verification number for the District of Stratford-on-Avon is

This figure will have effect for the purposes of determining the validity of petitions presented after 1 April 2012 regarding Political Management arrangements.
Should a petition not be valid the local authority shall not be required to hold a referendum until such petition is valid. The petition may be presented to the local authority by properly addressing, pre-paying and posting it to any office of the authority or by delivering it to any such office.
