Stratford District Council performing well
Comprehensive Area Assessment, or CAA, is a new way of assessing local public services in England. It examines how well councils are working together with other public bodies to meet the needs of the people they serve. It's a joint assessment made by a group of six independent watchdogs. Assessments will be made publicly available every year and will provide an annual snapshot of quality of life in the area.
CAA was introduced in April 2008 to replace its predecessor Comprehensive Performance Assessment (CPA). The new inspection process is different in that:
There are two assessments
- Area Assessment – which looks at how well all of the public services (Councils, Police, Fire and Health) are working together to make a difference for local people
- Organisational Assessment – which looks at how each of those organisations individually is making a difference
The Organisational Assessment looks at:
1. How well is the organisation delivering its priority services, outcomes and improvements that are important to local people? This looks to see if the organisation is:
- effective in identifying and delivering priority services and outcomes;
- improving the services and outcomes for which it is responsible;
- contributing to wider community outcomes; and
- tackling inequality and improving outcomes for people in vulnerable circumstances.
2. Does the organisation have the leadership, capacity and capability it needs to deliver future improvements?
3. How well does the organisation use its resources to deliver its priority services, outcomes and improvements? This looks at how well the organisation is at:
- managing finances - focusing on sound and strategic financial management
- governing the business - focusing on strategic commissioning and good governance
- managing resources - focusing on the effective management of natural resources, assets and people
