Licences must be obtained from the local authority both for the operation of pleasure boats to be let for hire to members of the public, or to be used for carrying passengers for hire and in respect of the persons in charge of or navigating such boats.
The licensing requirement supplements an existing power available to local authorities to make byelaws in respect of pleasure boats (Public Health Act 1875, s 172).

The currents fees for the licensing of pleasure boats are as follows:
Class A - Rowing, Punts, Canoes £42.00
Class A - Motor Boats £58.00
Class B - Carrying not more than 12 passengers £100.00
Class C - Cabin Cruisers or Long Boats £100.00
Boatman's - Licence to Navigate - Initial £100.00
Boatman's - Licence to Navigate - Renewal £58.00
