The vehicles and drivers used for Private Hire are the subject of stringent tests. Vehicles are tested for roadworthiness annually and in some cases twice yearly. Drivers are also expected to under go a full medical, obtain a criminal record check and successfully pass a driving test with The Driving Standards Agency.
If you carry passengers for hire or reward and operate within the Stratford on Avon District council area you will need to be licensed. It is an offence if you drive whilst unlicensed and it also invalidates the vehicle insurance. Unlicensed drivers and vehicles do not benefit from the mandatory safety measures used by the council to ensure that vehicles are a safe and convenient form of transport.
The private hire vehicle cannot ply for hire or stand in a rank. It must be pre-booked with a private hire operator. The private hire vehicle can only be driven by the holder of a private hire drivers licence issued by Stratford District Council. The operator of the private hire company is the hub and no private hire vehicle can operate independently of the operator. The operator takes the booking for the vehicle and dispatches the vehicle to fulfil the request.
There is no legislation for private hire fares to be regulated by the District Council. The fare is therefore purely a matter for negotiation between the driver and the passenger.
