Multi Agency Group

The responsible authorities have agreed a system that shall be applied to all licensed premises and will address matters of enforcement in a proportionate, fair and consistent manner. This system will be operated jointly with our neighbouring authorities within South Warwickshire.

Organisations involved in the South Warwickshire system include;

  • The Licensing Authority for the district of Stratford on Avon
  • The Licensing Authority for the district of Warwick
  • Trading Standards Warwickshire County Council
  • Child Protection (Warwickshire Count Council)
  • Environmental Health Officers
  • Food & Health and Safety officers
  • South Warwickshire Police
  • Security Industry Authority Officers
  • Warwickshire Fire & Rescue service

The Responsible Authorities have agreed to work together to deal with problematic licensed premises and Stratford on Avon District Council is one of the partners operating within this multi-agency agreement. Meetings are held once a month.

It has been set up to address such matters as:

  • Noise complaints
  • Anti-social behaviour
  • Crime and Disorder
  • Underage Drinking
  • Breach of licensing conditions
  • Other incidents connected to Licensed Premises

Any premises identified as a result of a complaint or incident to any of the authorities will be linked in to the multi agency database. Once a premises has been identified as having a problem or potential problem, a meeting is held between members of the Multi Agency Group and the Premises operators, and an Action plan is formulated to try and address these issues. Details or evidence will be retained by the issuing agency and may be used as evidence in support of a review of a premises licence if and when this is appropriate.

It is recognised that in certain circumstances, the severity of an offence will warrant immediate action or enforcement. Participation in this scheme will not prevent any of the responsible authorities from exercising their own powers either jointly or alone.
