In order to open such an establishment you must apply to your Local Authority for a licence under the Boarding Establishments Act 1963. Even if you conduct such a business from your home you will require a licence. This licence is only obtainable from your Local Authority.
Before granting a licence an officer or veterinary surgeon appointed by the Local Authority will inspect the premises to ensure that they comply with the legal requirements of the act.

Fees
The fees for Animal Boarding Establishment licences are
Initial Application - £145.00 + Veterinary Fees
Renewal Application - £100.00 + Veterinary Fees
